<p>Known as one of the citys best centres for swimming classes, the club gets about 1,000 people daily and a much larger number during weekends, Tran Dinh Dung, its deputy head, said.</p>
<p>All this between 11am and 1pm, the only slot for teaching swimming.</p>
<p>&#8220;We have no choice but to take this course,&#8221; said Ngo Huu Nhi, head of Thien An Law Office in District 10.</p>
<p>Though the requirements of youngsters for sports facilities during the summer holidays are large, it is hard to find good ones in either HCM City or Ha Noi because there are not enough to go around.</p>
<p>&#8220;The number of quality facilities in HCM City is now less than 10,&#8221; said Nguyen Hung, deputy director of the citys Department of Culture, Sports and Tourism. &#8220;Residents in outlying districts do not have much opportunity.&#8221;</p>
<p>So the only way to prevent sports centres from being overcrowded in summer is to have a reasonable schedule for them, he added.</p>
<p>Popular venues in the capital, like the 10-10 (October 10) Sports School and Childrens Cultural House, are packed with parents bringing their children to enroll for sports courses in summer.</p>
<p>Trinh Huu Nghi, head of the 10-10 Sports School, said the number of students has increased by 15-20 per cent compared to last year to around 6,000.</p>
<p>Boom in private centres</p>
<p>To take advantage of the constantly rising summer demand, many former athletes have opened their own sports centres that are attracting hundreds of youths despite their high fees.</p>
<p>The Smart Chess Centre in HCM City has attracted nearly 100 members though it only opened at the beginning of summer.</p>
<p>The reputation of its owners, former national chess players Tu Hoang Thong and Tu Hoang Thai, and their relaxed training methods are obviously big hits with parents.</p>
<p>A resident of District 7, who wished to remain unnamed, explained that students at the centre are not trained to be professional players unlike at district sports centres.</p>
<p>According to figures from the National Sports Administration, Viet Nam has more than 22,000 private sports centres, or nearly 40 per cent of the total number of facilities in the country.</p>
<p>Most of them are located in HCM City, Ha Noi, Da Nang, Thanh Hoa, Long An, and An Giang.</p>
<p>The bureau said the private facilities, which invest large amounts of money, are of good enough standard.</p>
<p>Street playgrounds</p>
<p>But the fact remains there are not enough facilities for playing sports, at least in summer, that many have begun to play on streets.</p>
<p>In the evening dozens of impromptu football games can be seen being played in front of My Dinh National Stadium in Ha Noi.</p>
<p>Nguyen Van Quang of Tu Liem district said his neighbourhood has a small ground but since students and young people hire it all the time, he and his friends had to play on the street, taking turns so that everyone gets a chance.</p>
<p>&#8220;My university also has a ground but students rarely use it because it is hired all the time,&#8221; Nguyen Hoang Nam of the University of Water Resources in Ha Noi said. </p>

<p>The three-day Danang Festival 2005 will start July 8 with an extended range of activities compared to last years festival including an exhibition of several craft villages from Vietnams northern, central and southern regions, said the authority.</p>
<p>Also, 10 music bands from Vietnam and Korea will contribute to the festivals success, said the authority.</p>
<p>A program entitled Famtrip between Vietnam and neighboring countries like Hong Kong, Thailand, Japan and Singapore will also help promote Danangs image to the world.</p>
<p>Prior to the festival on July 1 to 3, Danang will also hold a Meeting Ba Na promotion to introduce exciting new tours to Ba Na, the citys mountainous tourist spot. </p>

<p>Prime Minister Phan Van Khai also asked HCMC authorities to work out solutions to tackle any errors or mishandlings in sports projects as well as to propose strict punishments for responsible officials. The inspection results will be reported to the government.</p>
<p>In particular, HCMC authorities are asked to focus on the mismanagement of Sea Games 22 media building after the end of the games.</p>
<p>In 2002, the city approved a plan to spend 13 billion VND for the construction of the nine-storey building which would work as a media center during Sea Games 22.</p>
<p>After the end of Sea Games 22, the plan was to turn to building into a guest house and museum for the citys sports sector.</p>
<p>But, the building is currently being rented out to a private enterprise and has been transformed into a restaurant, office and apartment building, thus failing to follow through with the initial plan approved by the HCMC Peoples Committee in 2002.</p>
<p>In January 2005, city authorities ordered the private company to halt any remodeling of the buildings interior.</p>

<p>At its 16th meeting on July 6, the Hanoi Municipal Party Committee said despite certain signs of recovery in socio-economic development, it is difficult to meet some targets as set by the municipal Peoples Council, including a GDP growth rate of between 9.5-10 percent.According to the municipal Peoples Committee, the citys GDP growth rate is likely to stand at 7.5-8 percent for the second half of this year, but the rate for the first six months stood at a record low 4.12 percent, promting the revision of the yearly target.The low growth rate for this year was attributed to the development gap among the citys areas following the expansion last year, unsynchronized policies and mechanisim, and losses from last years flooding.In addition, the citys authorities admitted their responsibility for ineffective management and implementation in some agencies as well as a lack of coordination among agencies.The citys Party leadership also discussed the master development plan for areas along the Red River, which is considered to have a great significance not only to the city, but also the whole country.The project aims to improve the river sections flow, ensuring safety during flooding season while facilitating socio-economic development and urban environment, contributing to improving living conditions for thousands of residents, and preserving cultural and historic values.An estimated 170,000 people will have to relocate to make way for the project.</p>
<p>EPC contract signed for Mao Khe thermal power plant The Vietnam Coal-Mineral Industries Group (Vinacomin) and China s KAIDI Electric Power Co. Ltd signed an engineering, procurement and construction (EPC) contract worth 429.5 million USD for the Mao Khe Thermoelectric Power Plant, in Hanoi on July 7. Under the 42-month contract, KAIDI will undertake the entire construction adn equipment installation of the plant, from the initial survey to test runs, personnel training and maintenance. Invested by Vinacomin, the Mao Khe Thermoelectric Power Plant in the coal-mining province of Quang Ninh will include two turbines with a combined capacity of 440MW and consume dust coal from Mao Khe, Trang Bach, Khe Chuoi and Hong Thai mines to generate electricity. Covering 72ha in Dong Trieu district, Quang Ninh province, the well-equipped power plant will be built at a total cost of over 577 million USD. Work on the 577 million USD plant is scheduled to commence on July 8. Once operational in 2012, it is expected to provide around 2.6 billion kWh of electricity for the national grid per year. On the same day, Vinacomin and the Vietnam Export-Import Commercial Joint Stock Bank (Eximbank) signed a 56 million USD credit contract for the EPC package, under which the bank will provide the loan at an annual interest rate of 4.5-4.8 percent for a 13-year period.</p>
<p>Vinh Phuc licenses 40 new projects The northern province of Vinh Phuc has managed to attract over 40 new projects since the beginning of the year, worth a total of 136.7 million USD, despite the impacts by the global economic crisis. The province now ranks fifth nationwide in attracting investment. The most recently projects include five foreign-invested projects worth 80.5 million USD, brining the total number of licensed projects in the province to 400, which are worth a cumulative total of about 2 billion USD and which have created about 35,000 jobs. During the period, 20 existing foreign-invested projects also increased their levels of registered capital by 100 million USD. These projects were mainly involved in such fields as computer and electronics production. Vinh Phuc has a plan to develop its industrial zones that includes the establishment of 10 additional industrial zones over the next six years, covering 4,589ha, said the head of the provincial industrial zones authority, Nguyen Cong Loc. Another 10 would be developed by 2020, spanning 3,176ha, bringing the total number of zones in the provide to 29, he added. We will continue to perfect infrastructure, with a focus on electrical, water and road facilities, preparing fresh lands and human resources, and fostering investment promotion to further advertise the provincial investment environment,Loc said. Vinh Phuc pledged to create favourable conditions for investors and help them overcome any obstacles, he added. According to the provincial competitive index (CPI) compiled by the Vietnam Chamber of Commerce and Industry to measure the investment climate, Vinh Phuc consistently ranks among the top ten of the nations provinces, placing third in 2008. It ranked highly for transparency, proactive and creative leadership, and streamlining of procedures and inspections.</p>
<p>Service sector at core of economic strategy The Government has issued an action plan on service sector development for the 2009-11 period, focusing on legal tools, financial sources, human resource development, the environment and natural resources. The move calls for greater efforts to be made to finalise the relevant legal system and mobilise all available sources, both at home and abroad, to develop the economy in general and the service sector in particular. It also emphasises the improvement of the quality of the sectors labour force and a guarantee that the economic development of the industry will be in harmony with environmental concerns and efforts to conserve natural resources. The above requirements will be applied to a large range of services: finance and customs procedures, banking, stock exchange, legal consultancy, trade arbitration, transport, science and technology, information and communication, employment and human resource development, distribution of goods, construction, urbanisation, real estate development, and environmental protection, as well as cultural, social, sports and tourism services. In support of the freshly-approved move, the Ministry of Finance has been asked to finalise a export credit insurance project, and a project on diversifying access to public services and upgrading the operations of public administration agencies. Meanwhile, the Ministry of Transport has been entrusted to outline a development master-plan on transport and associated support services, as well as a project on express coastal passenger transport services. Other assignments for the ministry include projects for development of the Tan Son Nhat airport and the express road system. The deadline for the Ministry of Transport projects is set for the years end. The State Bank of Vietnam has been asked to design projects on launching cooperative banks, and on developing and improving the quality of management of non-banking credit operations. These projects should be finalised by 2010. Tasks for the Ministry of Labour, War Invalids and Social Affairs for 2010 are to map out a decade-long strategy and five year plan on employment, vocational training and poverty reduction, starting from 2011.The ministry has also been asked to finalise a project in support of poor districts to develop labour exports in an effort to speed up poverty reduction and sustainable development for the 2009-2015 period.The freshly-approved action plan also calls on the Ministry of Industry and Trade to develop essential commodities useful to production and daily life, focusing on oil and gas, steel for construction, fertilisers, foodstuffs, cement and medicines.</p>
<p>Greenhouse system for Phu Quoc Island A hi-tech greenhouse system imported from Israel early this year has helped meet the demand for organic vegetables on Phu Quoc island, which must transport most of its needed produce from the mainland.The 4,200sq.m greenhouse, located in Cua Duong commune, includes a drip irrigation control system that allows for cultivation of up to 50 kinds of vegetables year-round.Nguyen Minh Triet, Ecofarm director, said his company supplies 200-300kg of safe and clean vegetables for local residents a day, including water spinach, mustard leaf, spring onion and watercress.Can Tho Universitys Agriculture Faculty provides Ecofarm with high quality varieties of vegetables, and the universitys agricultural experts monitor the cultivation process. Lam Van Cao, deputy head of Phu Quoc Island Farmer Association, said the prices of vegetables transported from the mainland to the island were four to five times higher than those sold on the mainland.Ecofarm plans to expand its greenhouse area to 2-2.5 ha to have a daily vegetable output of 3-4 tonnes to meet local demand. It also plans to export its vegetables to nearby countries and territories, including Thailand, Cambodia, Taiwan and Hong Kong.Two Ecofarm employees have been sent to Israel to learn how to grow clean vegetables in a greenhouse.</p>
<p>UK helps HCM grow into regional financial hub The United Kingdom (UK) wishes to develop Ho Chi Minh City into an important regional financial centre, said visiting Lord Mayor of the City of London, Alderman Ian Luder.The Lord Mayor made the statement at a roundtable forum with UK law and financial firms and a HCM City Development Steering Committee meeting on July 6. At a meeting with Chairman of the Ho Chi Minh City Peoples Committee, Le Hoang Quan, on the same day, the Lord Mayor suggested the establishment of a working group, including representatives of UK companies operating in Vietnam together with HCM City s financial advisors, to promptly realise financial cooperation projects agreed upon by the two sides during the visit. Difficulties surrounding investment in the citys infrastructure development projects may be solved by setting up flexible public-private cooperation entities, he said. On the occasion, Chairman Quan briefed the UK guests about the citys new financial centre, to be located at the Thu Thiem Urban Area in District 2. He said he hoped that HCM City would become an important centre of focus for cooperative infrastructure development projects between the two sides, including railways, roads, hospitals and schools. He also voiced his strong support for the UK s project to open a school to train financial experts and accountants in the city. Speaking with the press on the occasion, London Lord Mayor Luder affirmed the resolve of UK companies to establish a long-term relationship with Ho Chi Minh City, even in the context of the on-going global economic downturn. The effectiveness of cooperation between the two sides has been proven by the licensing of two UK banks&#8211;the Hong Kong-Shanghai Banking Corporation (HSBC) and Standard Chartered&#8211;to operate in the country, he said. He added that the building of major traffic routes to Ho Chi Minh Citys new financial centre and connecting the centre with the administrative area is essential to attract international investors and financial experts. In 2007, the former Lord Mayor of London, John Stuttart, came to Vietnam to introduce UK financial institutions to the country and define areas of cooperation between the two sides, including education and training, legal and financial services and securities exchange.</p>

<p>Tran Trung Dung, deputy head of the department, said the citys inspection equipment was also outdated and that agencies had not worked together effectively to ensure labour safety.</p>
<p>DoLISA has asked the city Peoples Committee for permission to hire more inspectors for each district.</p>
<p>The department will also open more professional training courses for inspectors as well as improve labour safety awareness among employees and employers through workshops.</p>
<p>For the first quarter of the year, the number of labour accidents quadrupled compared to the same period last year.</p>
<p>The number of occupational ailments has also increased, the majority of which are chronic bronchial inflammation and other respiratory diseases as well as deafness.</p>
<p>Dr Dinh Tu Phong of Saigon-Ito Orthopedic Trauma Hospital said that 2.7 million labourers work in a dangerous, toxic environment.</p>
<p>Many companies were not improving working conditions and environmental protection for their workers, Dung said.</p>
<p>Workers also lack awareness of labour safety and hygiene, especially people who work seasonal jobs.</p>
<p>Every year in March, the Government organises a National Labour Safety and Hygiene Week to encourage companies to follow safety regulations. </p>

<p>Phan Thi Nguyet of Binh Thanh district told a conference on the issue that her office did not have a single staff member specialising in child care and protection.</p>
<p>Those working in the field had to do a lot of work for very low salaries of between VND1 million and VND1.2 million (US$56-67) a month, she added.</p>
<p>Large workloads</p>
<p>Many districts shared Binh Thanhs plight. There were just 17 officials who specialised in the field, and their large workloads led to ineffective services, according to Phan Thanh Minh, head of the citys Child Care and Protection Office under the citys Department of Labour, Invalids and Social Affairs (DoLISA).</p>
<p>Complicated procedures in accessing child care funds from the city have also prevented many districts from executing their plans, representatives said.</p>
<p>Vo Phi Chau of District 4 said his office had planned many public awareness campaigns, but these had not been implemented because of a shortage of funds.</p>
<p>According to the municipal DoLISAs Finance and Planning Office, the city this year would provide VND240,000 ($13.8) per month for three months to each street kid who returned to their homes; VND300,000 ($16.8) per month for each needy child to attend school for nine months; and VND540,000 ($30) per month for each poor child attending vocational training schools, also for nine months.</p>
<p>The conference heard that the citys 13 districts had so far this year provided free health insurance cards to about 20,000 children.</p>
<p>In Binh Thanh district, 592 malnourished children and 100 children living with HIV/AIDS or who had their relatives living with the dreaded disease were provided with free healthcare.</p>
<p>The city also spent more than VND2 billion ($112,359) on helping 28,731 needy children in the citys districts celebrate the Lunar New Year with gifts and other programmes.</p>
<p>The administration also awarded 4,802 scholarships worth VND960 million ($53,932) to excellent students in financial difficulties.</p>
<p>A sum of VND29 million ($162) was spent on providing gifts to 254 disabled children.</p>
<p>The city also organised many programmes for needy and disabled children to celebrate International Childrens Day (June 1).</p>
<p>Many public awareness programmes and training courses on reproductive health and laws on child care were organised in all the districts.</p>
<p>Phan Thanh Minh suggested that the districts should increase information dissemination on reproductive health among students and their parents, and on laws about using child labour among enterprises.</p>
<p>Tram Thi Huong of District 8 called for more care given to needy and poor children in the citys outskirts. </p>

<p>According to many transport experts, advertisements on the sides of Ho Chi Minh Citys more than 3,200 buses, bus advertisements can bring in around 100 billion dong for the citys budget each year. The income, they say, would be a good source of funds to subsidize public transit.Currently, HCM City has to pay 500 to 600 billion dong to maintain bus routes and the subsidy cost is expected to rise further.</p>
<p>However, the local government still holds to its point of view that advertisements on buses are not good for the citys looks.</p>
<p>Last year, the HCM City Transportation Department tried its best to design a bus advertisement scheme, which indicated that each square meter of bus surface used for ads could earn from 33 million to 50 million dong per year.</p>
<p>However, HCM City Peoples Committee Vice Chairman Nguyen Thanh Tai in November 2008 decided to stop that project as incompatible with general rules on advertising activities in the city.</p>

<p>The local governments action followed a Thanh Nien article published Feb. 4 criticizing the chaos that ensued following tourist arrivals at the citys port on the cruise ship Seabourn Spirit.</p>
<p>The fresh new tourists were hounded by various vehicles including taxies, motorbike, and pedicabs, the article said.</p>
<p>In order to build a good image of Vietnam for foreigners, the local authorities now promote strict punishment for cases of inappropriate behavior such as impoliteness, cheating, or selling over priced goods and services to foreign tourists.</p>
<p>Thanks to the new regulations, order was restored as two cruise ships Seabourn Spirit and the Topaz- Peace Boat returned to the central city with a total of 2000 visitors.</p>
<p>In the near future, the citys government will mobilize youth volunteer and security forces to Tien Sa airport and Han River stations to assist and protect tourists.</p>

<p>Nguyen Trung Tin, vice chairman of the city government, told a seminar held in the city on Monday that private enterprises were encouraged to invest in the sector as a solution to choke off the deterioration of the citys environment.</p>
<p>To create drastic change in environment protection, the city encourages private participation in collecting, transporting, recycling and treating solid wastes, the citys vice chairman said in his statement presented at the seminar.</p>
<p>Private enterprises will be assisted in replacing public environment companies to supply more environmental services in the city, he said.</p>
<p>Tin noted, There have been more private enterprises in the city supplying services and technologies for environmental protection such as waste treatment.</p>
<p>The budget for environmental protection is also increasing, Tin said at the environment seminar held by the Environment Police Bureau of the Ministry of Public Security.</p>
<p>The city spends 3-5% of its total annual budget on environmental protection. In 2009, the city expects to spend some VND1,095 billion on environmental protection, much higher than the VND500 million spent in 2006, according to the citys Department of Finance.</p>
<p>He, however, complained about the poor awareness about environmental protection among several enterprises although the city has taken many strong measures to save the environment and punish violators. To save cost and inflate profit, many enterprises in industrial parks and export processing zones in the city are still reluctant to invest in waste treatment facilities.</p>
<p>Therefore, the situation is deteriorating in the city, with most canals and rivulets and the air polluted by untreated industrial wastewater, and toxic gas and smoke.</p>
<p>Participants in the seminar heard solutions for protecting the environment at the industrial parks and export processing zones, and agreed that the underlying reason behind all violations of the environment was the insufficient penalty imposed on violators.</p>
<p>Dao Anh Kiet, director of the citys Department of Natural Resources and Environment, said the Penal Code provides for penalties against those polluting the environment. However, in reality, it is not easy to determine the offenses because of unspecific stipulations in the law.</p>
<p>At the moment, some 950,000 cubic meters of wastewater is discharged into the citys environment a day, including some 53,000 cubic meters of industrial wastewater. In addition, there are no effective measures to treat nearly 500 tons of harmful wastes and industrial toxic smoke discharged each day both inside and outside industrial parks in the city.</p>
<p>Ngo Anh Tuan, deputy director of the HCMC Export Processing and Industrial Zones Authority, or Hepza, told the Daily that from now on, Hepza would hold developers of IPs and EPZs accountable for any violation of the environment law inside such zones.</p>
<p>The city has approved the establishment of the HCMC Environment Protection Association to help people understand the need to protect the citys environment, which is suffering from increased pollution.</p>
<p>Dang Van Khoa of the HCMC Peoples Council said on Monday that the association members would be enterprises, scientists and individuals who wish to appeal for environmental protection. The associations executive committee is expected to be announced later this month.</p>

<p>The flies, which have been spreading in the three western villages of the city for nearly three weeks and are a health threat, are resistant to the chemicals and the fly-trap and are multiplying.</p>
<p>I have never seen such a lot of flies in my life here, flies flying everywhere, around the house and even flying into meals, said Nguyen Van Luom, an old man living in Da Phuoc village.</p>
<p>Last Thursday, the citys health and environment authorities inspected the Da Phuoc waste treatment complex, a large dumpsite some 500 meters from residential areas and most suspected of being the source of the problem, to confirm the source of the flies.</p>
<p>After digging into a mound of waste, the officials found masses of larvae and flies streaming out of the area. Le Truong Giang, deputy director of the citys Health Department, concluded that the dumpsite is the main source of the problem.</p>
<p>The 128-hectare dumpsite in Da Phuoc village, total investment capital of US$90 million and developed by Vietnam Waste Solutions (VWS), started accepting 3,000 tons of waste a day in November 2007.</p>
<p>According to the citys Department of Natural Resources and Environment, the city pays VWS US$16.4 to treat each ton of waste and the total cost for waste treatment is nearly US$20 million a year.</p>
<p>At a meeting between the citys environment department and local members of the National Assembly held here last month, some members of the National Assembly expressed doubts about the dumpsite.</p>
<p>Tran Du Lich of the National Assembly said that although the fees for waste treatment are high, waste collection, classification and treatment at Da Phuoc complex were insufficient.</p>
<p>Others at the meeting said that the citys related agencies did not know about the dumpsite though it has been accepting half of the citys waste for over a year.</p>
<p>Nguyen Van Phuoc, deputy director of the environment department, told NA members that the dumpsites developer had applied advanced waste treatment technology which was expected to minimize the environmental impacts on the area.</p>
<p>However, the NA members noted that many people living in Da Phuoc Village have been complaining for months of a very bad smell, and now of a fly epidemic.</p>
<p>Le Thi Nu, deputy chairwoman of the district, said late last week that the bad smell and increasing flies are permanent threats, especially to tens of thousands of families living in the villages of Phong Phu, Quy Duc and Da Phuoc.</p>
<p>Nu said such massive numbers of flies had never been seen in the district before the operation of the dumpsite. </p>
<p>On Friday, officials of the citys health and environment department had a second inspection for the treatment processes at the dumpsite.</p>
<p>However, VWS director Kevin Moore refused to submit Vietnamese documents related to the dumpsites treatment process when he was asked to do an overall check-up of the source of the flies.</p>
<p>Moore explained that the company sprays the waste with some 16,000 liters of chemicals each day to kill insects, so the dumpsite could not be the only source of the fly epidemic.</p>
<p>Ngo Thanh Duc, deputy director of the environment departments Office of Solid Waste Management, required VWS to report all treatment processes of the dumpsite by June 10 and suggested some short term solutions for killing flies.</p>
